As for damaged necramech parts, you can find sets of them for 10plat on warframe market and that's only if you are unlucky in getting a set while farming standing.
rank 3 vaults for rep, other ones for rank up material requirements.
Not worth the effort really. Also not mandatory. My 45% tenet arca plasmor outdamage most of the other player necramechs in Deimos bounties: with the Mirage buff it can two-shot max level necramech guard and one-shot pretty much everything else in the game, including L130+ steel path invasions.
Mining is easy, just look where you do it and no enemies bother you. They actually toned down the enemy spawns too, so you just clear the area and mine all you want.
That said, I'd totally grind out a necramech rather than buying. Take breaks from it if you get frustrated, run a few missions a day, and you'll get there if your drop luck is reasonable.
If your drop luck is bad? just buy the parts from warframe.market
I imagine in some ways it isn't quite as easy now as people aren't hitting the missions as hard now as they did when it first came out, but it probably is still available at all times, just doesn't have everyone as overloaded going to the missions anymore.
