Look at the Orokin Vault part.
I use Saryn with a lacera built for radiation+toxin with the elemental status mods and primed reach. This lets her make a lot of sweeping strikes that cause confusion and DoT to afflicted enemies in a wide area in front of her. Saryn's Miasma does increased damage(200% if either toxin or viral are applied to the targets, 300% if both, Molt will also explode if miasma is used near it and do additional damage based on how much health the decoy had left when it was deotonated) based on certain situations.
Those mods aren't exactly easy to come by for new players, but it's something to work towards. Regenerative Molt is also handy since it lets you drop a decoy and run like hell while your health regenerates.
Power rundown:
Spore(formerly known as Venom) inflicts viral status and damage so affected enemies will have their maximum health cut in half. The spores placed on enemies can be spread by shooting them or by melee attacking them while Toxic Lash is active.
Toxic lash adds toxic damage to your melee weapon(lacera is a good choice due to it being a pure elemental weapon with long range and an extremely high status chance,) and increases the amount of damage you can reduce by blocking with your melee weapon. You'll also regenerate 2 energy per enemy you melee attack under the influence of spore. Spore + Toxic Lash can spread both viral and toxin to a crowd, especially with a wide-reaching melee that can hit multiple targets.
Molt is just that, an instant-cast decoy that can be used for quick escapes or to heal if you have regenerative molt. Take note that you can also cast spore on your decoy from afar and enemies will get spore'd if they attack it. If you're ready to drop the nuke, you can try placing a decoy near the crowd you're about to melt to boost damage further.
Miasma is a finishing move for all the shenanigans you've been doing thus far. It's a lot of setting up to maximize the amount of damage you'll inflict and that's why some people hate it.
You can also do the low duration method but you're basically gimping Saryn's ability to spam status effects all over the place in favor of a nuke that falls off pretty hard in the lategame, though it may help in low to mid level ranges.
tl;dr - Saryn is really dependent on setting up combos and power synergy, oftentimes while doing this some guy with a rocket launcher will come in and clean everything out before you can get your combo fully set, sometimes in teams it's better to just focus on spreading spores around(viral status is insanely useful.)
1) Build for range and duration, so a single cast of spores covers up a whole map in a dozen seconds and never goes away.
2) Get Ignis and mod it for gas and status. Gas causes toxin procs, which supercharge your spores.
3) Enemy armour is you bane. Pay no attention for tick damage, everyones HP is already cut in half.
4) Have fun.

Range and duration are important, as Ridan says, and it's also good to have power strength. Tick damage is actually not bad when you have power strength, but more importantly, that power strength will really help your regenerating molt.
Regenerating molt is an augment mod for your molt that basically lets you heal yourself while redirecting enemy fire. It is great for keeping you alive, and when doing mid to high level missions, you'll wonder how you ever survived without it.
Saryn is really fun and can pull off some wonderful damage numbers as long as you're ok with being patient for them.
But to be honest, at rank 3 you probably don't have the mods to really power build her. Your best bet is to focus on +range and + duration (keep the viral/half life debuff and self buffs on longer) and efficiency.
Is she good? Even with a fairly forma'ed set up, I find nova does better with MP than the viral proc. Maybe best vs infested or corpus, but even then I'd rather bring ember or mag respectively to each.
Primary: Any shotgun will do for the time until you get Ignis or Tonkor
Seconday: Hikou (Prime). Base version is fine until you get to farm the prime. Get (i.e. farm or trade) the concealed explosives mod. This alone will carry you through 40 minutes of T4 survival.
Melee: Atterax (MR 2 whip, bp from the market) has insane range.
For melee weapon I`d grab a Tonbo (if you have access to clan research), its great range, giant slam radius, high status chance and very good base damage makes for a great weapon for Saryn, in my opinion.
