Even if you mean you did five runs on both, for a total of 40 attempts, that gives you almost a 99% chance, which makes you very unlikely, but still isn't likely grounds for a bug. With thousands of players daily, someone is bound to get unlucky; about 1 in 100 rad shares will experience luck as bad as yours.

Any, it's called RNG for a reason. You need to do more runs or trade for it.
Edit: 5 radiant relic runs expecting a Gold is wishful thinking IMO.
Or to put it another way, the chance of opening 20 radiant relics and not getting a gold is higher than the chance to open one and get a gold.
For a Silver item my friend and I opened about 50 relics each before we got it.
4 players opening the same relic means you basically get the chance to get a specific item that you would if you had done 4x as many missions solo
so 5 missions with 4 players is a (1-0.1)^20 chance that you don't get the gold, which as stated above is about 12%.
So it is possible to waste multiple Radiant relics and still get a roll below 90...
You can easily shoot the average by double to get the part.

The loot tables are supposedly locked and they work hard to make sure it works normally. It is supposed to be all probability based and so you can have a bad trend at times, but some people almost constantly get what they want within two opens, while other people don't even imagine ever finishing a prime item without trading to get all the parts.
The relics are likely not broken, you just finally had less than good luck. Just keep running them and you will probably get the reward soon enough.
Ever since Gara Prime was released I noticed the number of prime frames and weapons I was getting was severely reduced. Just before that time was the buyout of Leyou by Tencent. Not to raise a conspiracy theory,,, but the timing is suspicious. There has since also been the introduction of (Regal) Aya and Prime Resurgence taking over the Prime Vault.
Before then I had almost every Prime and basic frame, often using intact relics and playing solo (I have the time). It was never an issue as eventually I'd get all the parts. Since... still a lot of incomplete Prime frames and weapons.
I'll admit one thing though, many more weapons and frames now have 2 rare parts instead of previously just 1. That pushes the chance of success much further away.
But in my eyes the odds have been pushed to 'encourage' purchasing them, either outright or through trades. I don't mind a company trying to cover their expenses, but to skew the odds to do so?
