I've experimented with that timer over the past 3 years. I've let it rest for upwards of 4 months and still haven't received 75% off.
I've been playing since 2013 and never gotten one. Stop crying.

Also, I use to get them more when I hadnt spent any money. Its not as "random" as they want you to believe.
IMO, hold out for the 75% and dont cave at a lesser discount. Otherwise they know what your breaking point is, and you wont see the amount of 75% off you otherwise would.
The whole "if you dont play for some time you will get a big discount when returning" myth, alongside the "they give coupons to people that havent spend money in a while" myth are just a big case of "confirmation bias".
Just as an example: I have gotten 2-3 75% discounts during my "active" phase when i played the game pretty much every other day for hours over several months. Meanwhile my longest "recent" break was about 3 months and i didnt even get any discount coupon when returning. But then again i got another 75% discount about 1 1/2 weeks later.
If anything, it's survivorship bias.
There's all sorts of conspiracy theories about them. That it has to do with your purchase history and various account metrics. Then there's the whole "don't log in for a while" thing which might play a part.
There's also a theory that it's DE's way to do sort of a regional pricing. Ultimately we don't know. But I don't think it's completely random.
We will also never really know because DE is obviously not gonna reveal how to game their discount system.
