If I get an orbiter livery can I change the livery color?

You can change it ... you even can change your current one

Although you'll be sort of 'tied' to the WarFrame's colour pallettes that you own or already unlocked through some other means (and, also ofc, the ones that you will unlock/acquire in the future).
