Literally cant kill protea

so im stuck in the deadlock protocol, i can complete everything up to the last phase of the protea fight, idk what happens but i can get her to the last health bar, then she just stands in one spot, doesn't attack, doesn't move, will look at the person attacking but wont do anything, you cant hurt her cuz the health bar is locked and any attacks you make will deal 0 damage, the only thing you can do is sit there and wait, or leave, and neither are viable options. can someone please help me or is this an impossible misson that i should just abandon

Have you hit her with the throw -> heavy attack with the Xoris?
