This might be your confusion. Viral damage is just a damage type; its status effect just increases any further damage the target takes. If by "watch their health drop" you mean it continues doing damage after you shoot, that is not something viral is related to.
You also need to specify what level of enemies you are facing and what faction. The gas cloud goes through the regular shields and deals damage to the red health bar directly, yet it struggles against any type of armor (in most cases)
The math and damage table accessible on wf wiki, the info about damage and a lot of other thing available in the codex. That said wiki isnt always 100% accurate. Dont be shy n ask in the q\a chat of the game anything, people usually would give a decent answer in a matter of seconds
