Equip Critical Delay and use Primed Bane mods (faction multiplier). Alternatively, use Galvanised Scope over Critical Delay.
Ignis still hits headshots provided you aim the central beam at the head.
It depends on the rest of your build, because the Ignis doesn't perform by itself.
What arcanes and companion mods do you use?
Critical Delay brings the CC to 51%, with Tenacious and Reinforced Bond you are gaining +60% Fire Rate (to negate Critical Delay) and x1.2 Crit Damage multiplier, which makes the CC from Critical Delay more valuable.
Likewise, Arcane Acceleration on your Warframe boosts fire rate by another 90% with permanent upkeep because of the very consistent crits.
As for the gun itself, Heavy Caliber is just a wasted slot. Riven boosts base damage well, but I would switch Infected Clip for Malignant Force for the status chance on those heat procs.
A Bane mod would take the other slot, but alternatively you could keep it a free slot. The likes of Hunter Munitions, Thermite Rounds etc. -- both offer roughly the same DPS. Hunter Munitions for consistent slash procs, and Thermite Rounds to raise Status Chance and also boost the likelihood of Heat Procs (since at x10 Viral, your Viral SC / Damage is all but useless - the extra Heat procs will boost DPS by a margin).
At the moment your Status Chance is too low, and it's off-set by your fire rate, making the gun very inefficient. Base damage is high, but crit chance and status are both low - that damage will severely fall off in higher levels. You will be prioritising rapid Heat procs over base damage later on, so finding a middle ground is good - the use of Arcanes and Mods to raise that fire rate is better than using a slot on Vile Acceleration.
It's very easy to get headshot kills with Ignis and the x0.3 headshot multiplier, along with less required kills and extra buff duration - it's much better than Merciless. Reload Speed isn't that useful on Ignis given how large the mag size is, and once you pull that fire rate back a bit and do more damage instead, it's less of a concern still.
