As for Talons, somebody with more experience can say if it should have at least one Element damage mod because in my opinion Talons lack damage without them. Range or X Faction damage should be sacrificed for element damage.

This may be bad suggestion but have you also thought about Rauta shotgun? Each pellet that hits an enemy increase Melee combo count. It's very useful if you are going to use melee attacks a lot and especially with Blood Rush and Weeping Wounds mods.
I have Corufell and Redeemer with Rivens that give Heavy attack efficiency. Rauta puts their combo multiplier to 6x with a few shots and I can perform heavy attack to kill heavy units or do basic attacks for much bigger impact without risking my life to get that combo multiplier first.
and casual ones that rely on health armor and eventually get wrecked on certain levels.
One thing i can tell for sure is that u want some casting speed and range on garuda, her ball radius is miserable (i run overextended and a bit of str to counter the negative)
as for talons - its ur basic hybrid melee, u cant really screw it up once u put blood rush, CO, weeping wounds, any attack speed mod and organ shatter, other slots dont matter that much, can be range, elementals, shattering impact e.t.c.
