With Critical delay and Galvanized scope fully stacked it is 186% critical chance. That's a 100% chance for yellow crits and an 86% chance for those crits to be orange.
So, while you should be seeing *some* yellow crits, it shouldn't be that many. Also remember that Galvanized scope requires you to be scoped for the mod to function. So if you aren't aimed in you'll be hitting A LOT more yellow crits.
