So I've been using it to upgrade dome charge and other stuff, yet when I changed skin it resetted, would the same happen if I log off and log back in? just wanting to know if its permanent and the skin change is a bug that causes it to reset

What you build is just for that mission. Meaning, if you had 7/7 charges, it'll go back to 2/2 when you start another mission.

Sounds like a bug. When you change a skin and leave the menu does it immediately change back to Original skin or does the reset happen when you go in a RJ mission?

All skins are permanent except some Holiday cosmetics such as bunny ears and moustaches.

EDIT: Oh, we're not talking about skin switching not working properly?
Returning from Railjack mission back to Dojo/ Relay will reset your RJ upgrades.

Dome charges are reset between missions if you go back to your dojo.
Yes they build up in total allowed charges between missions if you go from mission to mission. But if you go mission dojo mission, the total charges resets.

Since you change skin. This means you went back to you dojo. So went mission dojo mission to reset the charges.
If you went mission mission mission, then the charges would not have been reset
