There's nothing like actually checking the 'UnOfficial WarFrame (WF) Wiki' for that matter, which allowed me to correct my initial impression about it (because hadn't used those in long, loooong time) prefereably before making threads like these, no?

Specters do not use your mod loadout, only the warframe and weapons you had equipped at the time of building them (unless you choose not to overwrite the loadout). Instead, specters have their own scaling for health and damage to the level of the mission at the time they are summoned.
So, no, they're not going to have a dread modded for viral, but a specter summoned 10 minutes into a survival is going to be a bit stronger than one summoned at the start.
The elite versions of the crew can have bonuses that help them greatly, so they might not scale, they might not have abilities and are only temporary, but with the right weapons and the right mods they are very good.
Also note that specters and on call crewmembers can't participate in Archon hunts, BUT, khal crew can, simply claim his ship from the vendor in your camp and equip the ship unique ability, this will allow you to summon them as they are not considered gear like other specters.
