Did you try Effect Intensity ? I don't think you could even remove the particles completely to begin with. Not that I mind them before so idk.
Theres the settings in Accessibility as well that tone down the effects.
Ofcourse you cant but you can reduse amount of it and in some places just remove effect complerelety like when Eximus enemy casting ability or explosions effects and some warframe abilities like 3 Sevagoth ability that before update was slightly visible when particle settings turn to minimum but now its like you set it to max settings...
Accessibility settings never redused any particle effects amount.
