How to Free Roam Bounty Rotations work?

I am really confused on how the rotation of bounty rewards work
I understand theres a A-B-C but I have no clue what timer is being spoken of as the rotations arent actually happening everytime the bounties reset or they just skip a rotation

Not really sure what the reward rotation is despite doing research for awhile, I think I'm just missing something

They should refresh every 2.5 hours, yes. Though, of course, not all of the rewards change from one rotation to the next.

Which bounties are you looking at that don't seem to be changing for you?

Im looking for B rotations of bounties but the rewards just simply dont change or it skips B for some reason... thanks! I'll keep a closer eye now that I actually know whats up
