Nearly all melee weapon behaviors are tied to their stance. The best in slot stance for whips is Coiling viper, and you can check the wiki to see if the motion or movement patterns tied into each combo will work better for your playstyle.
I'm also fairly sure the Lecta itself is just bad. There are whips with actual stats that will feel better just because they do real damage.
My drakgoon levels up without me ever using it in solo, so it definitely gains affinity somewhere.
Also you don't really need to use a weapon to rank it up, and with how many weapons are in game and how just plain bad so many are, you'll definitely end up not using quite a few but still maxing their rank.
Affinity is split depending on a few things. If a warframe ability kills something, then 100% of affinity goes to the warframe. If a weapon kills something then 50% of the affinity goes to the warframe and 50% goes to the weapon. If there's affinity gained from something other than your warframe or your weapons, then 25% goes to your warframe, and 75% is split up among all equipped weapons. That includes shared affinity from team members killing stuff, along with affinity from objectives like clearing a spy vault or successfully defending a mobile defense target.
So with only 1 weapon equipped then shared/objective affinity is split 25% to your frame and 75% goes to that weapon. With 2 weapons equipped that's 25% for the frame and 37.5% to each weapon. If a frame or weapon is maxed out then any affinity it would gain is wasted unless a lens is equipped, so don't believe any weird ideas about the affinity being redirected toward unleveled stuff or anything, it's just gone.

I didn't really pay much attention to the damage. The most immediate thing was being dragged into a pack every time, and it jarred for being un-necessary.
