Get both, level them up for MR. Then you want to subsume regular rhino for roar and keep prime rhino. Rhino is still one of the best buffers in the game as he can buff power damage as well as weapons and an all round solid frame. He is pretty good for stuff like being the carrier in index runs using his iron skin which is pretty handy.

Also, does the deathwatch skin only apply for rhino?

The Deathwatch skin can be used on all variations of Rhino, including Rhino Prime, much like how the Zato deluxe skin for Excalibur can be used on both base Excalibur, Excalibur Umbra and Excalibur Prime. it is also safe to assume that all cosmetic skins will only apply to the warframe or weapon that is specified. Which is to say, the Deathwatch skin for Rhino will work for Rhino Prime.

If you are just starting out, save your platinum.

Warframes and weapons require MODS to make them shine. Concentrate on getting mods and leveling those mods up. They'll improve your dmg/survival output much more than just switching Warframes/weapons.

Warframe skins are not limited to just Regular or Prime but some weapon skins may exceptions so make sure to investigate those before buying.

Rhino is a solid frame (pun intended)

Prime warframes are only marginally better than their non prime counterparts typically. They typically have one extra polarity (which you can create on a non prime with forma), aand a small increase in base stats like health, shields, sprint speed, etc.

In rhino's case he has 50 more armor at max rank (275 vs 225) and sprints slightly faster.
That armor equates to 5% less damage taken (47% reduction vs. 42% reduction) without mods. The sprinting is basically useless.

For your average player you'd never notice a difference between the two. Most people use prime warframes for looks or as a collector's piece, and many choose not to jump to prime if they've already dumped lots of forma on the original one.
