Rhino scared of nullifiers.
Warframes and weapons require MODS to make them shine. Concentrate on getting mods and leveling those mods up. They'll improve your dmg/survival output much more than just switching Warframes/weapons.
Warframe skins are not limited to just Regular or Prime but some weapon skins may exceptions so make sure to investigate those before buying.
In rhino's case he has 50 more armor at max rank (275 vs 225) and sprints slightly faster.
That armor equates to 5% less damage taken (47% reduction vs. 42% reduction) without mods. The sprinting is basically useless.
For your average player you'd never notice a difference between the two. Most people use prime warframes for looks or as a collector's piece, and many choose not to jump to prime if they've already dumped lots of forma on the original one.
