Plz help I've been looking for the tranq rifle at Cetus for hours where is it?

If you haven't touched anything there yet, then you'll have to complete the Solaris United quest.

You don't have to use a Tranq Rifle for animal conservation, as any Warframe ability to set things to sleep will work. This includes Ivara's Sleep Arrow from her Quiver, Equinox's Night Form's Rest, and Baruuk's Lull.

Fortuna/The Orb Vallis is the town/open world map on Venus.

You can also hunt with a friend who can Tranq them. I believe if you're in the vicinity, or if you capture them yourself, it will count for you as well.

first guy on the left with a map marker when you enter fortuna(from orbit not from the elevator to valis) you can also press esc and fast travel to the npcs in the towns

Explore the place. Look at the minimap where Vendors are and faster way is to hit ESC/ Fast Travel/ Business
