Want to know the name of the mod's there can increase arrow and throwing star/knife fly speed

2nd: question which bow are the best in game? so i know which one to invest time in :)

Best bows are rakta cernos, paris prime and dread.
They differ by damage type and the easiest one to get is the rakta cernos.

"There is no best". Remember this rule, young tenno. There is only "best fitting for certain goal".
- Dread is slash damage. And can get 125% crit chance(100% crit and 25% for red crit). Good for fleshy targets.
- Paris Prime is puncture damage. Even though has only 112.5% crit, it ragdolls dead enemies, instakilling everyone who was behind the target. Perfect for grineer.
- Rakta Cernos is impact damage. The damage type is meh and its lower than the two bows above, buuuuuuuut... The draw speed + syndicate viral proc simply gives u more DPS than the two bows above. Basically its "sustained" DPS vs alpha strike, against crowds of enemies. And it also ragdolls killed enemies, instakilling everyone behind. This one is for the open combat, not for stealth. Because of high speed(pro) and syndicate proc being non-silent(con), alerting everyone. Fits for any faction.

I think I should also say about how to get them:

- Dread is probably the easiest one. It drops from Stalker with a very high chance (literally the only item I've ever seen dropping from him after roughly half a hundred times); the only problem is to actually manage to kill him early on in the game.
- Paris Prime, IMO, is the second place. Its parts are dirt-cheap in terms of Platinum, but most of them can be relatively easily farmed from the Void, you can check their drops here.[warframe.wikia.com] It requires five items, but on the bright side, you don't need any other resources than the parts, so there's that.
- Rakta Cernos - the hardest to obtain. You either need a good amount of Platinum or 100k standing AND the highest level with the Red Veil, which takes far longer than it is to randomly kill a miniboss or an evening or two on the Recruiting channel it takes to farm the Void.
