Both options are up to you. Do you want to hunt item with low drop rate on those relic? If so, refine it to radiant degree.
It all comes down to matters of opinion though.

Not really because void fragments are capped at 100. If you have a stack of thme it would be better to start refineing them now so you have half a stack of each.

And Sancti is already a better version.
