It counts as a sneak attack, so Covert Lethality while using a dagger instantly kills all enemies regardless of level as well.

this was patched a very long time ago. Covert Lethality no longer works on Ash's Baldestorm.

it only applies if its a stealth kill, not all finisher damage is a stealth kill and so covert lethality does not kill them instantly unless its a stealth kill
