Best Place to farm Dual stat mods?

Scattering inferno, Shell shock and Frigid blast?
i know i can see where they drop on codex but what is the best place for each? the one with more chances of dropping them

Scattering Inferno and Frigid Blast from Spy 2.0, Scattering Inferno on Tier 2 Spy, while Frigid Blast on Tier 3 Spy
