Because each of the syndicates in eachothers hallway wont clash with each other, allowing you to choose 3. It is possible to join a fourth, but it takes a bit of work to do so.

If you just want the one Syndic, whatever. But each Syndic has an 'ally', i.e. Perrin is allied with New Loka, so if you earn 1000 points with Perrin, you also earn 500 with New Loka. And enemies too, which makes leveling up with four or more Syndics difficult. Doing it for all six is possible though but it's nearly impossible to keep all six at the topmost tier simultaneously.
So... instead of recommending a syndic, I'd recommend a "direction" as in "left" or "right. When you're viewing the syndics on the console aboard ship. You've got Steel Meridian / Hexis / Suda on the left and the rest on the right. It just so happens that if you try leveling up all the syndics on the "left" OR "right", you either get the allied bonus mentioned above or at least, not screw up the other syndics on the same "side".
PS I'd level up in "four" syndics, look at the Offerings each have. One particular stand out are the Large Team Restore Packs. They are reusable blueprints and only available here. You'd want them for Health / Energy / Shield and Ammo. Cheap to craft and extremely useful, the tough part is getting the blueprints.

Be sure to note that you can level the side of Steel Meridian, Arbiters of Hexis, and Cephalon Suda and they won't take hits with each other in terms of negative reputation. Same goes for New Loka, Perrin Sequence, and Red Veil. You're better off working on one side (of three syndicates) then when you've gotten every single thing you've wanted from those three you can move onto the other ones.
Don't worry if you fall from a higher rank to a lower syndicate rank because you will NOT need to do multiple sacrifices to reach those ranks again, however if your reputation does fall into the negative then you will have to pay a forma to otherwise fix that.
Obviously not instantly, but in a long run you will want to join each group and get those special offerings. I would suggest going for New Loka and Red Veil at first as you can maintain those two without bigger problems and little by little get some reputation for their allies.
