Each player has a selection of mods and a play style, for some tigris prime will be better, for other sancti tigris will be better.
Heck some players may even find that both weapons ♥♥♥♥, because they use completely different strategies and totaly different shotguns if the situation demands it.
It's personal preference, new players can only obtain one weapon via prime access, newbies who play free can't get them due to the MR requirements and players at MR12 or MR13 already have a grasp on what they want and which one is best.

personally i like the design from the sancti tigris
Tigris Prime has slower reload than Sancti.
Well then do a test for me and look in game if adding a reload mod makes it go down or up. :P

Reason is because it deals corrosive damage which lowers your enemies' armor permanantly, but other than that it heals you and increases your max health for sometime.
Regardless of your warframe it really helps.
Plus to all of those, prime weapons are a direct upgrade to the non-primed version right? But there is a fact that not all of the prime weapons are good... (Spoiler alert: Braton and Burston Prime ; )

Tigris Prime can reach 100% proc chance, that means 100% for each pellet . For a primarily slash weapon it is pretty damn awesome. This means Tigris Prime is considerably more powerful against single strong foes you can not one shot. Against trash or utility-wise Sancti version is better. I think these both a pretty good sidegrades.
Burston Prime has syndicate augment and pretty good at chain-headshotting. Braton Prime has a very high status chance for a full auto weapon, thus it's may look ordinary against low level enemies but gradually becomes more appealing and actually performs better than Boltor Prime at around lvl 100.
