can u trade orokin cells in warframe? sorry i am a new player

You can't trade any materials in the game, there are a few exceptions like Mutalist Alad V coordinates. You can only trade mods, prime parts and prime blueprints, gear items... what else am I missing?

No, they can't be traded. Just double-checked the wiki's page on the Trade System[warframe.wikia.com] and it says that it "allows players to trade Prime Blueprints, Prime Parts, Mods, Platinum, Void Relics, alternate Arcane Helmets, Companion Imprints, and Special Weapons". So you can't trade any resources, such as Orokin Cells.

Also; best bit of advice for a new player - always reference the Warframe wiki first, it's kept very accurate and up-to-date and it'll answer most questions you might have about the game.

ah aight cool but there is 1 quesion i got for u that i couldnt find on the warframe wiki and that is can i use nikana prime at rank 2 or does it need a mastery?

It says right there that Mastery Rank requirement is 0. Wiki knows everything.
