With the Red Veil augment, it's nice to have the occasional Viral blast to make massive Toxic/Gas/Corrosive procs kill things far quicker.
During night wing I took it back out for "kill with status" quests since it's only base damage is toxic (and elemental damage has a MUCH lower weight than slash/impact/puncture for applying status).
It's REALLY good at giving status effects because of it's status chance and rate of fire. Imagine having everything in close quarters having their armor-corroded/virused-health off and on fire, now bust out your condition overload weapon and have have your melee damage multiplied for every effect that you and everyone else (since you're not the only one applying status) are putting on things. Not only that but melee is in the process of being reworked and for now it's easier to go between range and melee
It's a weapon for applying non-physical status effects and it does it EXTREMELY well. If it's not your thing (it's not really my thing either) then don't worry about it.
I just seem to remember that there's a bunch of people obsessed with apply status. For them it's to the point of putting another mod on to get 100% even from 98.8% though, and that I don't really understand.
EDIT: As for the Riven, it's up to you. I would keep it because I collect Rivens from veils to have one of each as a hobby (I don't have that Riven yet though). It's not really a Riven for a "bad" weapon, the weapon is just basically suited for a VERY specific purpose.
The thing I liked most about it was actually using it with the new quick-melee system where, if it doesn't kill outright, you can just spray for a status proc and then follow up with a quick melee attack. The short range doesn't even hurt the Embolist if you're going to melee things anyways.
