You have to finish Vor's Prize quest which is part of tutorial and after that you're free. You can then choose Solo or multiplayer.

I don't think you have to finish Vor's Price to play with other people but most of the game's functionality will be locked if you don't.

I'm quite sure he must complete at least most of it. I recall somebody asking the same question and turned out that finishing Vor's Prize made it possible to play with friends or something.

You have to complete all but the final step. Kill Vor.

I dont know how navigation 3.0 has changed it, but last time i replayed Vors Prize 2+ years ago after the mission that unlocked navigation console you could play the star chart normally. I would not be surprised if DE changed this though because this lead to alot of people skipping the rest of the quest, leading to an incomplete activation of content, and subsequent confusion on game mechanics.
