Are your whipclaws getting blocked by line of sight? Damage blocked by ancient overguard, guardian eximus damage resistance auras or corpus shield gating? Again, if it can handle Steel Path, it should be able to handle Arbitration very easily.
I haven't made any progress on Steel Path yet, as last time I tried it, it was with a Necros P, with an Ignis Wraith, which was basically a tickle ray. Couldn't tank anything since I couldn't get any Shadows. Right now I've got a Revenant and a Khora P ready to try out, and have been rocking a Nataruk and Kuva Bramma.
the nullifiers thing is dependant on host latency + buggy
for me its not a gameode to make khora shine .

statstick is statstick if you got a melee riven with high dispo roll it use it

i use this bulid a bit modyfied with Spectrosiphon Augment to get more energy
multiplicative abilities give far more in the long run when used with mods that multiply your dmg - such as smite mods - along with arcanes (especially some of the new ones!)
eg
Xatu Whisper + Felarx Devastating Attrition: 50% chance to deal +2000% damage on non-critical hits + khora's ensnare subsumbed
Ensnare groups npc's together; whisper will buff and one dmg will create a mag magnetic bubble. If modded for punch through, 1 bullet will hit all the npc's cc'd and do about whipers buff x 2000% dmg (eg if modded for 53% whiper, then 53x2000%)
Then take into account any faction mods which multiply your damage again... you'll be laughing at how easy steel path is
Since you already have ensnare, subsume whipser onto khora's 1 to swap it for whipser to get the buff
in particular innodem (the dagger from zariman) should be a good choice because its able to gain combo through slides / ammo pickups after a few evolutions, but other melees would do a good job as well
Do not use Xoris as stat stick.
For your stat stick, the choice of melee weapon doesn't usually matter much, typically whatever you have the best riven for with some combination of CC, CD, Dmg, and a harmless negative (including faction damage since it doesn't affect whipclaw). Some exceptions are Synoid Heliocor (initial combo), Fragor Prime (initial Combo), Venka Prime (x13 combo max), weapons with syndicate augments like Jaw Sword, Mire, etc. The only weapon that is actively detrimental is Xoris. You lose all combo every Whipclaw cast, so avoid it completely.
The mods on your stat stick are mostly ok, though Viral often isn't the best choice for Whipclaw since you want to be killing stuff in a single hit, so Corrosive or plain Toxin are usually better choices. In the same vein boosting Slash isn't gonna do much since the damage is evenly split between IPS so the weighting is gonna be off if you're using elementals that are leveled at all and you can't get any boost from faction damage to increase slash proc damage. Gladiator Rush is meh, use Gladiator Might and switch to Naramon. As mentioned in the bit about rivens you want more crit chance and crit damage.
For your frame you don't need Umbral Intensify. Accumulating Whipclaw is an ability strength bonus, so you don't need any mods for it. On the same note, drop Stretch and Augur Reach and use Overextended. Or Augur Reach and Overextended if you want the shield conversion, but anything over 200% range is wasted on Whipclaw. It's still useful for Entangle and Strangledome, but they're still fine at ~200%. As for survivability and parkour mods, eh do what you want I guess.
