will it attract the stalker if i equip his sigil?
does any sigil, aside from sydicate sigils, do anything?

Nope, only way to get him after you is to kill the bosses to get their mark on you.

Just different prettynesses. When equiping you can see exact stats if they have them. Also if at some point a special new sigil that did anything ever came out, someone would put it up on the wikia within a day or two.
