You are wrong. I haven't the time to test this tonight, but the Warframe wiki describes the "aura" damage (which I'm pretty sure is the buildup damage you release) as being affected by power strength. It is the damage conversion percentage that is not affected by it.

If you hit more enemies with it then each enemy will take less damage. This could be the source of the disparity.
1 enemy hit with 250,000 maim would receive 250,000 damage. But 4 enemies hit with 500,000 would receive 125,000 damage each.
And now that I checked there is also damage diminishment with distance.
In short there is a huge amount of variables that could affect the situation. It's most likely one of those, and not any change to the ability.
A high-Strength Maim might not kill them but it's going to contribute to killing them faster, charging it faster.
This is certainly true on Saturn. Unfortunately once you get past that point the initial damage from Maim is negligible whether you have 100 strength or 237. The stored damage, which at high levels is by far the greater amount, is completely unaffected by strength.
I sometimes group with a high strength equinox and always do far more DPS because they either need to drop range or efficiency in order to get their strength up.

It's 2 years old but I haven't read anything related to nerfs, so I guess it works just like in the video
I don't build Equinox to that point either, where I have Range and Strength pushed to the point where I need an EV Trinity just to run the Maim, i've seen that a fair bit too.
Anyway, she collects taht damage and damage in AoE from shields of killed enemies while ability is active and nukes that HP.
I feel thing is broken, nuke is alright but stagger feels off in every sense of her role, as well as balance. Her aggressive form, known as Day Form has no defensive abilities apart from Maim which acts like defensive ability as becaus eof the stagger enemies fail to attack you, while her Night Form is all about defense and has no aggressive parts of it.
Again, just my opinion, a lot of pre-rework Ember mains will trash talk how walking around and killing everything is fine but that is not gameplay.
