Is Magus Cloud the most useless arcane?

Chance at no falling damage on dash? Really?

I mean just go into void mode for 100% no falling damage, you can even void dash down directly and faceplant into the ground and take no damage. Why does this exist?

Useless indeed. Instead of dashing down you can simply tap Void Mode once and it will slow you similar to quick Aim Glide with Warframe just before landing.
