Volt is just all duration and efficiency, you just want to spam shields, they don’t scale with strength or range.
You will need to time him well for the damage phase also so allies are getting that Crit and Fire Rate buff.
As for what Big Chingus said, to be honest Str and Duration are most important. Chroma can solo the damage phase in 1-2 shots, so buffing allies is kind of pointless - especially when the only person shooting their weapons until Hydrolyst damage phase is Chroma.
PS - For Volt and Chroma, don't think the build is what makes it meta - you need to know what you're doing.
Harrow is easy. You charge VS all the time, coming out of operator to Press 4 to nullify Magnetic, and then buff fire rate and crit for damage phase.
Volt is all about good shield placement, Chroma is dropping Wisps and destroying limbs - there should be like 0.1s between the shield going down and the limb breaking. Not to mention Chroma's lure role for Tera and knowing how to spawn Vomvas properly.
if you're gonna play Chroma definitely this , do not build any range whatsoever , chroma is strong enough to solo limbs with as high damage build as possible and with a properly built rubico p . It may seem selfish but your team doesnt need a buff if they dont get the chance to shoot
In total you'd be wasting loads of time that could be spent charging/shooting.
