What makes you think it would?
It just applies to the melee weapon unless there is something big I have missed.
Stacking mods will only give a bonus (as in boosting the stats from 10% to 12% for exemple) to all other mods of that type on any weapons/frame.
so having umbra intensify and sacrificial steel will give both of these mods a tiny boost making "umbra intensify" 15% ability strengh instead of 12% but it will not give intensify to your sword and will not give your "sacrificial steel" buff to your frame.
Works the same between weapons, primary mods will have a slight boost to its mod if you also have frame and secondary mods equiped, etc
if we would get those, and they are the same set then it would stack, but considering damage buff you already get on melee I doubt it is intended to go any further - aka do not expect that to happen
