Gara parts farm question

I was farming for them before I've got the Blueprint and I couldn't get any.
I've did 40+ runs on all 3 bounties that drop Gara's parts and none did.

Yesterday I decided to do the Saya's quest and get Gara BP and FIRST bounty I took after the quest was done dropped chassis.
SECOND bounty I took dropped systems.
Third one was not that lucky, I closed the game, just went in and decided to try to get Neuroptics and I've got them on the first shot today, second shot in total after obtaining Gara's blueprint.

Is there a mechanic that prevents you from getting Gara's parts before getting BP?
Chances for each part are 7% which means I should've got at least two of them in 120+ runs which kind of made me think that there could be something

You just got unlucky then and lucky now.

It took me 4 runs total for all harrow parts

No mechanism as I got chassis and systems before I did the quest.

Then took many more runs to get the neuroptics.

I figured it may not be but if there was it could be useful for someone who tries to grind it.
