Just input your build, and then use the custom riven option to check which one will give better calculated DPS.
At 25% crit, I think you should get orange crit if you got that crit chance riven.
However, at all time you should get multishot cuz couple with the 2 multishot mods ( Splitchamber and vigilante armaments ) you are able to shoot 4 shots that will probably delete anything.
If you are unsure, you can use riven calc and mod calc to see which riven seem better.

I am not such a big fan of reload speed on the rivens to be honest. I mean of course it isn't bad at all but I'd rather get more damage. :)
It seems like I can not test out riven mod stats there, only normal mods are available for me but thank you. :)

if we are talking DPS, damage per second, then reload speed IS more damage.
if you can fire 100 damage and need 11 seconds to reload, and I fire 10 damage but reload in 1 second then my dps (damage) will be higher.
its just to illustrate why reload speed can/does mean damage as well.
and I dont really use the tonkor so I cant comment but another person further up recommended reload speed.
Yeah that's what I was thinking as well. Of course reload speed is not bad at all on a weapon that has only one shot before the next reload has to happen. However, you don't have tons of ammo with the Tonkor so you could run into some problems with it, especially if "-max ammo" is the negative effect on the riven. Furhtermore you don't need the reload speed if you kill things with much less shots and the most enemies with only one. :)
