You haven't played gauss much have you? Sprint speed mods make him fast enough and it also buffs his 1st ability by a lot. His base sprint speed is the fastest from all of the frames and after adding all the sprint mods he is on par with the usual combination of ctrl + space + shift. He is fine and does not need more work at all. There are countless other frames who require a rework and gauss is not one of them.

Sure, there are frames that are flat out missing a full mod slot to be okay, Atlas comes to mind, Harrow, those are quick fixes by tuning numbers. Design wise not many are problematic, most are fine when you like their specific kind of gameplay but also most warframes suck in public matchmaker where it's a ♥♥♥♥ measuring contest of who can click 4 more, Mesa or Saryn. Most warframes just end up doing nothing in that scenario and look and feel way more boring than their design suggests it.
