Yes it works on any ability that scales off of power str afaik, including Roar.
Edit: To give and example for exalted weapons: If you cast empower and then activate exalted blade, that sword will stay strenghtend until you use 4 again to get rid of it or lose it some other way. shooting your weapons should be fine since that doesnt deactivate the skill in this case, only switches off of your exalted weapon.
For someone like Mesa who's movement is fairly restricted when using her exalted weapon, I find Empower to be a less than ideal choice though. It's best suited for Frames that can stay in their exalted state for a long time, like Excal or Valkyr.
