As for which is best, that largely depends on your situation. Arcanes that give damage or fire rate/attack speed to certain weapon types are only useful if you are heavily using those weapon types. Arcanes that give armor or heal are much better on tanky frames like Inaros and Valkyr, while ones that give energy would be useless on Lavos or Hildryn.
Off the top of my head some ones that are worth looking out for for general usefulness are Arcane Energize for Warframes, which gives a chance to get a bunch of extra energy whenever you pick up an energy orb, and Arcane Repair for operators, which heals nearby warframes when you enter void mode (including yours).
Personally, I use operators "elevate" and "anomaly" (quick health regen and pulls in enemies towards you for easier melee attacking all at once). Then on the warframe, Arcane Primary Charger On Rank 5: On Melee Kill: 30% chance for +300% Primary Weapon Damage for 12s which stacks on top of the new primary arcanes which add even more damage to primaries per melee kill.
So in the end you end up with 6x60% from primary arcans plus the 300% to give 660% roughly.
Then on top of all that, you could also subsume eclipse for an ability you hardly use to give another several hundred %'s bonus damage on top of the above (eg, nekros's 1st ability soul punch swapped for eclipse). Quickly stacks up to give massive damage outputs without the need for crits
Can mix and match to create various combinations to suit your play style.
As for survivability options, ever since the Shield-Gating rework/update I honestly think Arcane Aegis is a slightly better pick for more 'frames than Arcane Grace. Arcane Grace is good, don't get me wrong - 'frames like Inaros and Nidus benefit massively from it due to their large health pools - but if you have a squishier 'frame, being able to have substantial, constant regen on your shields before any damage even touches your health is a serious boon. It also stacks VERY nicely with the Adaptation mod, as any incoming damage will build up your resistance to that damage. Certainly I'd recommend Arcane Aegis over the other shield-restoring arcane that has a % chance to fully restore your shields (Arcane Barrier?) - unless of course you're Hildryn, in which case stack 'em both for effective invulnerability.
As for offensive/miscellaneous Arcanes, both Mesa and Titania can get some use out of the various Secondary weapon boosting Arcanes, like Arcane Velocity (+90% chance on Crit to get +120% Fire Rate for 9 seconds for pistols at max rank - Mesa likes this one a lot), Arcane Precision (+300% damage to Pistols for 18 seconds upon getting a Headshot - Titania has an easy time getting this, Mesa's 4 tends to aim for center of mass so not quite as handy for her), or Arcane Awakening (60% chance on Reload for +150% damage to Pistols for 24 seconds - both Mesa and Titania can get use out of this, but you have to do the reload before using their respective 4's, then hop out of them, reload, and hop back in to re-up the buff, so it's kinda gimmicky).
You also have the melee-affecting Warframe Arcanes, like Arcane Fury (60% chance on Crit for +180% melee damage for 18 seconds - solid for general-use, great for 'frames with Exalted Melee like Excalibur, Valkyr, Baruuk) and Arcane Strike (15% chance on hit for +60% Melee Attack Speed for 18s - basically the old Berserk mod, without the Crit requirement; I use this on any frame that I expect to use melee on with frequency and/or reckless abandon, so anyone with a high degree of survivability or with a stealth ability; extremely good general-purpose offensive arcane).
Lots of good choices out there and you really can't go terribly wrong with any of them - which ones you prioritize depend on your playstyle.
i will have to spend some plat but i guess it will be worth it since im upgrading my frames in terms of power
For warframe arcanes, I think Avenger is great, it gives you a flat additive crit chance on taking damage. At max rank it says "a 21% chance to grant a flat 45% crit chance", but realistically it's much more reliable. Anything will crit pretty easily with it, even weapons with low crit chance like the Nukor, and it's very good with mods that benefit from crits.
Also a quick mention to Arcane Nullifier for a 102% chance to ignore magnetic procs, aka ignoring effects that sap your energy. Common rank arcane, so they're a cheap alternative to some of the more expensive ones mentioned.
