Earth unlock all nodes bugged?

Can't deploy extractor, didn't unlock all nodes apparently. Am I missing something? Everything is unlocked.

See those big blue dots on the map, those need to be white. As long as anything is blue its not fully completed.

To clarify, you have to actually complete all nodes on said planet at least once, not just unlock them.

i can't remember if it was arbitrations or steel path but one of them lists the nodes you need to complete still
