The downsides aren't that bad for the good mods either and in some cases even beneficial, such as building a speed nova.

Some easy reasons to come up with using just a bit of critical thinking:
You can only have one of each mod on a piece of equipment. Thus, even if one mod is worse than another in a given scenario, you can put both on to get more of what you want. Steel Fiber (+110% armor) is generally better than Gladiator Aegis (+45% armor, 1 gladiator set stack), but if you really want armor, can put both on. Same goes for these, you can use them to get more of what you really want.
You don't always need all the stats on your equipment. For example, my Eternal War Valkyr build uses both Narrow Minded (+99% duration, -66% range) and Blind Rage (+99% strength, -55% efficiency). The build is focused on making one cast of Warcry last forever, so I don't need efficiency or range since I am (hopefully) only casting the ability once and it is mainly for myself (can still hit others if I am close enough to them anyway). Thus, I get massive bonuses to both stats I want, over triple the increase that most other sources give, at the cost of stats I don't care about.
You can make up the negatives in other ways. For example, Anemic Agility (+90% fire rate, -15% damage) is cancelled pretty easily by even just Hornet Strike (+220% damage), giving +90% fire rate and +205% damage between just the two of them. Creeping Bullseye (+48% crit chance, -36% fire rate) can be made up for with Arcance Velocity (90% chance for +120% fire rate on crit). I could put Streamline (+30% efficiency) on with Blind Rage to heavily reduce the negative while still getting a massive upside, more than any other two ability strength mods could give.
