Is anyone else not getting ballistic/animus matricies as rewards?

Before the latest hotfixes, I would occasionally get ballistic/animus matricies as rewards, but today I grinded (ground?) the isolation vault mission and I have not recieved any matricies other than orientation matrices. Being a teir 2 reward, I feel like I should be recieving the ballistics matrix by now. Is anyone else getting this? Wouldn't be the first time Warframe's RNG bamboozles me, but I want to make sure it isn't a bug or something.

are you doing the second and third vaults? they only drop from them, uncommon rewards from 2nd and vault rare rewards from 3rd vault

OOOOH that's why

I can't seem to get the second vault mission to appear when I speak to mother after completing (but not extracting) a vault mission

Go to a different Mother than the one closest to the first vault.

Also start close to the beginning of a cycle or it can reset and you end up back at phase 1.

There are 2 specific mother spots that give the other vault bounties, use this map to find them
The east one in by a lake the west one is in a cave
