So, personally, I'd recommend getting Ivara first (but get them both eventually). She's a ♥♥♥♥♥ to farm, but well worth the effort.
at the very least, if you want rise in you mastery, you get all frame and weapons anyway at one time (and if you not a spy mission lover, you surely won't sell little ivara once you get all her parts together).
Granted, with the augment and spamming jump-jump-roll while cloacked still moves her around at a respectable speed. However, Ivara can sprint on ziplines at full speed without breaking cloack. This is excellent on enclosed maps like Defense and Interception.
I just like robbing people with her.
Loki is an overrated one trick pony. Invisibility is not invincibility. And every loki player I have ever met in my 2.5k hours fails to realize that.
I farmed her with ash....then when it came time to do ceres (back when it was the top level grineer map), I git frustrated with rng and started doing the missions with rhino lol
@OP: if slots permit, get both. Loki doesn't interest me at all, but I plan on getting him eventually. but I LOVE ivara.
Loki os more Offensive and has fast movement with Hide ~ 25 seconds build.
but i like both.
Ivara, on the other hand, specializes in being sneaky support and damager, depending on build. She can make entire group invisible, she can get them off the ground (helpful against infested, for example), she has a really powerful bow and an array of medium-CC arrows. She also looks adorable and reminds me of a frog. When playing in the group, her primary role would probably be making people invisible and making enemies dead. Also, stealing change from them, she's a cleptomaniac too.
To conclude, pick both, they both can result in overwhelming amounts of unpredictable fun.
P.S. I still don't have ivara, which fills this world with one more sad walrus.
So, yeah, that's a bug.
