You should be able to get a Lanzo fishing spear on the cheap from Fisher Hai-Luk if you haven't already. With that, you can easily catch Mawfish and Charc Eels in Gara Toht Lake; Yogwun, Khut-khut, and Mortus Lungfish in any pond; and Goopolla in the ocean.
Equip your fishing spear in your gear wheel, then go out on the plains. Select the spear, and you'll wield it. Spot fish in the water, and throw the spear at them - if you hit them, you'll catch them, provided the spear matches the fish well enough. If you have Volt, his passive increases the damage of fishing spears, allowing any spear to catch any fish.

I find I have to aim a bit high along the peak of the back/spine of the fish.
This is one of the reasons why Ivara and her Dashwires are good for fishing, as is Luminos Dye.
Mostly, I find that the reason you have to aim high is because fishing spears have a slight arc and are somewhat slow projectiles. You need to lead your target and compensate for altitude lost by the projectile over distance.
