You can buy the packs through Steam.

You can also likely convert to a currency they accept through a service like Paypal or AmazonPay.

It doesn't matter what the currency you're paying with is, it gets converted as you make the transaction. This applies to every digital payment method ever.

Just don't buy the actual platinum from anyone other than Steam (humble store) or DE. Buying currency from another player (even if it's part of a steam trade) will almost certainly get your account permanently banned due to fraud or a TOS violation. Many 3rd party sellers will also probably give you viruses in the links they direct you to, or record your personal information, or steal your credit card to cause other kinds of fraud.

If you cannot obtain platinum legitimately, then it is suggested to learn how to trade drops for platinum entirely ingame.

You do not need to use amazon pay, the currency will get converted even if you buy platinum directly with your credit card.

Like I said, this applies to every digital payment method ever. It doesn't matter does the thing you're buying cost dollars, euros, pesos, or whatever, you will still be able to buy it. The currency is converted automatically as they process your payment.

The assumption I was making with mentioning Amazon Pay was that Amazon tends to accept a large number of currrencies more than you can normally convert from directly. If you can pay directly, you should DEFINITELY DO THAT since the exchange rate and fees will be more favorable. But I believe it is an alternative option if you are converting from a currency that DE and most credit card companies normally don't deal with.
