You mean sigils? Lots of them have some kind of animaged energy.

Possibly a badge then. Badges are typically exclusive to an event and no longer obtainable. The Tethra's Doom event and the two Sekhara ( I think that's what they're called) badges from having completing the now unavailable Trials missions are some of these now unobtainable badges. Baro Ki'Teer has his one Ki'Teer badge he sometimes brings which is animated and projects a little Ki'Teer symbol off your shoulder

Might have been the Sekhara Invati (probably misspelled that), it's a shoulder badge that glows animated energy

Most of the animated stuff refers to unobtainable stuff at the moment. These came from one time events that I doubt DE will repeat. Baro sells his own types of animated things as well, so check his shop when he's around if you at least want some animated (though much more common) bling.

Also, many syndanas (mostly tennogen) come with several animated parts and effects. These can always be obtained but cost direct real money. They can only be bought through the Steam client. Once bought, you can see and use them normally even on the regular non Steam DE warframe client.

i got like 2 or three event items that project energy or glyphs, but those are from very old events, i dont think they will become available anytime soon

Probably Prisma armor sets from Baro Ki'Teer.

Same shape as normal ones but with energy effects on them.

could be prime armor, when you use weapon channel they have special effects like acanthus prime armor, will extend at the tips with spikey energy depending on there energy colour

There is quite a number of decorations that use energy color actually. Some are less obvious than others, like small leds scattered here or there. Others like Targis or the Armor set that came with Revenant have ethereal tentacles coming from the shoulders (similar to the ones Terry/Garry/Harry have). I think Edo Prime even discharges full lightnings arcs.
