Is the lato vandal end game viable?

If the regular lato and starter weapons are, then the lato vandal should be aswell, it all depends on your modding skills, the mods you end up getting for them and i can assure you that asside from a tiny strugle beyong any 4 rotations (like for example if you plan on going more than 20 waves in the hardest defense on the star map) and a decent struggle with sorties or raids, this struggle only really happens without primed mods and without riven mods.

Back when i tested mk1 branton in void defense, it was decent enough for 20 waves, more than that and things drag to the point of losing to much ammo and time to kill enemies, but again primed mods weren't available at that time and riven mods didn't exist aswell, so i'm pretty sure with those available the mission can progress further or you can start using them with a certain effectivness on sorties and raids.

Again, this is weapon alone, as soon you add multipliers like buffs from rhino, the molecular prime from nova or even sonar from banshee, the damage output becomes so big, no mission currently ingame should pose a problem for the player regardless of the weapon used.

If you don't have buffs, a good build is recomended, again i'm not here to tell you how to build, modding is a basic mechanic and the best builds are always the ones you make, all i can tell is that lato vandal even if it's super weak, it can easily enter in endgame contant for the most part.

If on the other hand you neglet certain mods, ignore buffs, you make a poor build, you don't use primed mods, you don't have a riven mod, you make let's say an elemental build for a sortie where enemies have elemental resistance, then you are doomed.

TL;DR
Lato vandal is viable for endgame, but that depends heavily on the player gameplay and other factors like moding, access to certain mods and/or buffs

It's endgame ever since the buff, just build for crit.

It's viable with a riven but it's still worse than just about everything else.

From my usage of the Lato Vandal, it crits pretty reliably with Primed Gambit, does solid damage with your standard pistol mods + corrosive with no forma investment up to level 40.
After that point, the lack of status becomes noticable.

Is it end-game viable?
Sure, it just takes more work than other available options.

It's viable without a riven, and though yeah, practically every other sidearm is better, you can't imply it's awful. It really isn't, it's nice and comfy to use when you've fitted it with great mods.

I use the regular Lato and it's viable. So that should tell you how the Vandal is.
