Report a translation problem
that's normal to be confused... we never actually see the full orbiter from outside... ordis is controlling both orbiter and landing crafts... (and railjack interceptors apparently...)
As for Ordis, he is our ship Cephalon (the Orbiter). He most likely communicates to us through the Somatic Link in the Transference Room.
Maybe the docks are from the orokin era and they just never thought about removing it. Kind of like "never change a running systems" and every Grineer that mentioned this flaw was seen as defective, while the corpus crewmember better never criticize their masters, if they want to keep their jobs.
Or it just could be universal docks, after all, the plans are back from orokin era and I don't see a reason, why they should make it unnecessary difficult to get from one ship to another. The docking process of our landing crafsts could just be a bit weird. Even though, they probably got designed to fit into regular docks.

They kinda can, if you invite your teammates onto your orbiter, everyone can walk around just fine.
Problem is, there's only one arsenal system (yours), only one transference chamber, and only one personal quarters. It's not equipped to support multiple Tenno on a long-term basis at once.
