low res texture ?
my spec win 10 64 bit, gtx 1060 6gb, ryzen 5 1600, 8 gb ram 2400, 1 tb 7200 rpm hard drive
my issue is first the low res texture loads and takes 3 sec to make it high res. all setting are at high. nvidia setting high quality. now tell me the fix pls.

Thats how the game loads
Get used to it

They could delay the loading screens but they chose not to

Textures are streamed.
Common system to reduce load times, you'll find it all over the place if you look closely.
There is no 'fix' because it ain't broke.

P.S. 1400 hours in-game and you've only just noticed?

cause i just bought 1060, i thought my old pc was the problem. and also whats with bad aliasing in this game, jaggies and flickering lines.

that is how optimization is done in today's games.
In today's games texture packs can take 10GB+, there are very few systems that can load every texture in the game just in case player may need it one day.
It is called optimization, every game does that, especially in areas where no actual gameplay will happen and where there is a chance that player will pick any texture from 10 000 avaliable ones.

When you join in mission it will load all player skins that are in that mission

The "jaggies" are the post-process AA modes the game uses, that are utter c*ap.
If you force DX9 and modify your game profile you can force far more effective AA modes.

But since neither resolution nor card changes how AA functions, I fail to see the relevance. Beyond, of course, simply stating you've got one.
