From my experience maxed mods sell better and usually for a small additional income. Endo kind of has a price and for maxing a primed mod you can usually get some (~15-25) additional plat even on top of that, though you get some credit cost instead.
And as easy as credits are to come by- costs for buying a non maxed primed mod (1 million in taxes anyways) and then upgrading it can easily mean a dozen rounds of high index- or yet another pricey booster. So if you are going to spend plat and a large sum of credits anyways...
Also most people simply do not have that much endo just sitting around. If they have they are probably around for long enough that they already brought the mod for ducats themselves and upgraded it.
TLDR: If you have the endo and credits consider selling upgraded.
It does of course also depent on how many mods you got. Just one? Upgrade. 40? Well...
But then again I have years worth of endo and ducats piled up. Would never do it just starting out.
Maxed rank is a much better trade plat wise if you have the resources already in place. But I find it rarer to sell at the times Im on.
Simply because players who are at Mr28-29 do not need endo for anything so they are capable of selling maxed mods for stupid low prices without giving a ♥♥♥♥, it's just a pile of useless stuff for them and when you are done maxing out your mods endo piles up real fast.
So in general it's better to sell them as R0, 40k endo is one hell of a pile if you haven't maxed your own mods.
