All prime frames come from relics. You gain these relics in a number of ways.
Then you use these relics in fissure missions.
Either you get a part for a Prime item you want or
You trade those parts with other players for parts you want or Platinum. Primed parts is the most traded items in the game.
As a MR3 player with Platinum you can get them all.
You cant yet craft them but you can get them.

Also as MR3 you wont have easy access to Neo and Axi relics yet which will limit your options to self farm the parts.

Frost my favorite frame.
The primed version has 125 more base shields at Max Rank. And a single extra D polarity.
Thats the entire difference between them.
To put that in perspective. That means a single Lance on earth will need to hit you 1 extra time when you are fully modded.
Beyond Jupiter that 125 no longer matters as they were going to 2 or 3 shot Frost shields anyways. You need to learn to not get hit.
The prime bonus stat only mater on weapon, there is a few exception among some frame but overall those bonus are meaningless (main exception I can think of are Rhino and Atlas). So in conclusion, try to get better mod first.
Luckily you're not in disadvantage when it comes to Prime warframes. For example:
1) Nyx Prime has 75 more shield (At level 30), +25 and +0.02 more sprint speed.
2) Rhino Prime has +50 more armor and +0.05 higher spring speed.
3) Trinity Prime 150 more shield (at level 30), +25 armor and 0.1 sprint speed.

With Rhino (normal one) you can do easily all start chat mission (he's the most versatile frame out there). But craft other fame too to up your masteries.
As new player your two main objectives are :
1 Unlock the whole star map (unlock all mission)
2 Get to mastery 18, at 18 you can get anything the game as to offer.
Prioritise.
1. Opening every single planet. This means beeline through the junctions. You can come back and do the extra nodes on each planets as you need to.
2. Constantly be building new weapons and warframes to level up.
3. Do some light relic and prime part farming. This is so that you can trade the parts you get doubles of for Platinum with other players. Use the Plat to buy new warframe slots and weapons slots.

Most of the weapons you can sell once they reach rank 30. Unless of course you like them.or need them to craft something else. ie Glantine.
For the Warframes dont sell them just keep adding slots. Some Warframe though not really powerful or "fun" can make specific missions incredibly easy.
Other frames.come.from.quests and you cant get them again easily.
Though Trinity and Nova Prime, as well as several Prime weapons (Soma, Dual Kamas to name two) are only available for a limited time. They just became farm-able again on the 28th (?) but I think they remain available for 3-4 months? (If anyone knows the actual time window.)
I don't know if any of the currently regularly available Primes are about to be Vaulted, if anyone else knows. I had been farming a Prime WarFrame and noticed the relics were no longer dropping and that he had been Vaulted a week or so prior when I was much newer, that was kind of an unwelcome thing to learn when I was just missing one piece I had been trying to get.
But you should just find WarFrames you like playing, and worry about their Prime versions later.
Prime Access can get you Titania Prime, and her prime weapons, for $80 (or $140 to also get the cosmetic accessories).
Prime Vault can get you Trinity Prime, Nova Prime, and their prime weapons and accessories, for $60.
Plus you'll also get several thousand Platinum, and help the developers keep their programmers well stocked with coffee. And we all know, programmers NEED coffee.
