No, only works when you get damaged by enemies, confirmed by extra tests in simulacrum

Oberon, Inaros, Gauss, Grendel, Wisp, Chroma, Nidus, Valkyr, and Wukong all immediately come to mind for making good use of Arcane Grace.
Either way, as Alastor says ^, use Arcane Pulse instead, since like with Energize, the AoE share affects you as well so when it triggers, you basically get a double value'd health Orb.

yeah but pulse got the same cooldown treatment as energize wich makes it realy bad in comparison

It's suited for practically any frame that has more health than shields. Obviously it's great on Inaros and Nidus, but not exclusively.
